Although there is news that AMD does not intend to open the old motherboard support for PCI-E 4.0, Biostar recently released the BIOS support list of the old motherboard for the Ryzen 3000 processor, and some X470 and B450 motherboards are equipped with the third generation Ryzen 3000. The device can support PCI-E 4.0.
