We actually managed to beat the aforementioned Inno3D's overclocked frequencies with the Founders Edition card, surprisingly enough. It ran at 1,850MHz boost and 9,100MHz memory.

Enabling these frequencies effectively turns it into a mildly-overclocked GeForce GTX 1080, so you can see Nvidia's reluctance to allow partners to go their merry way with out-of-the-box GTX 1070 Ti frequencies.
