Shenmue III still possible if console exclusive

According to Sega, the first two games in the series didn't sell as well as expected, but if it gets the opportunity to make it, perhaps in the form of a console exclusive funded by either Microsoft, Nintendo or Sony, then it would love to resurrect the franchise.
According to IGN, the original Shenmue cost an $70 million to make, which meant that it would have to have been purchased twice by every single Dreamcast owner in order for Sega to turn a profit.
With 67 million Wii units shipped, maybe Nintendo could be the knight in shining armour?
