The PCS+ heatsink is better at keeping the GPU cooler than the reference model, and it also beats out the aftermarket Vapor-X on the Sapphire, too.

It's strange to see such an under-load power-draw variation between the pre-overclocked PowerColor and Sapphire cards, as they were tested on literally the same platform, but the results were consistent over a few runs.
