Going down the air cooled route in a small chassis is not usually a good recipe for temperature and noise. MSI's smart in keeping to a lower TDP on the CPU, enabling the cooling to keep the chip well within specs.
The GPU temperature, too, is more than adequate, and full-on gaming load is barely half that of what the PSU can provide.
It's pretty quiet when idling, there's not a lot of noise during the Blender benchmark (38.5dB), but it's definitely noticeable when gaming. The GPU fans spin up at 2,200rpm to keep the RTX 2080 Ti in check. We'd recommend loosening the temperature profile to allow for an extra 10°C of heat, thereby reducing noise.
