Guaranteeing a 4.2GHz all-core speed means that Scan's engineers need to increase the chip's voltage. Such a move means that wattage jumps up massively compared to a stock-clocked chip - our own Core i9-7980XE pulls 260W in the same test but consumes over 500W when set to 4.5GHz/1.2V.
Gaming numbers are more restrained due to the P4000's relatively miserly 105W TDP.
