A majority of fast frames and reasonable performance at the 99th percentile mask what is mediocre scaling from two to four GPUs. Of course, one shouldn't expect scaling to carry on perfectly when using four GPUs - the sweet-spot is considered to be moving from one to two GPUs - so AMD's latest drivers, most of the time, do a reasonable job in enhancing performance.
