Being identical to a reference 5950 Ultra means that it's still possible to see texture shimmering (in this case it's where the edge of the texture at the mipmap transition moves, due to filtering being applied). Anisotropic filtering gets rid of it in busy indoor levels though. However it happens to 9800XT too and during gameplay it's not too distracting. More to do with the game design than driver implementations.
Actual performance is fine, the V9980 matches its rival.
