Our Fractal Design Celsius S24 all-in-one cooler was able to keep the chip to a surprisingly acceptable 79°C under load, going by sensor figures.

Plumbed with a 280W TDP, the smarts inside the processor keep it exactly at that level under prolonged load, leading to that 3.075GHz all-core boost speed. If the TDP was higher, the speed would be, too, so it's all a balancing act.
