Dual-channel DDR4-3200 run with 14-14-14-1T timings does wonders for bandwidth. Repeating an observation seen man times before, Intel has faster access to main memory.
The latency number does need to be taken with some context; the massive amount of on-chip cache on this Ryzen negates the need for many programs to constantly stream from main DRAM.
