I'll take the 40% lower power consumption over the performance any day.
AIUI the cpu already takes way less power than the screen in a modern laptop, so 40% less power on the CPU won't get you 40% more battery life.
These are always best case figures though, Intel and AMD are no better. You might squeeze 27% more performance out of a 15W SoC, or get the same performance as an old 15W SoC but now at 9W.
It never seems to translate to anything useful at the top end for desktop devices.
