Because Hexus is based in UK. It's not uncommon for sites to do one country only for competitions, for instance Anandtech is US only. Shipping stuff overseas, especially heavy stuff like PSUs would probably cost the close to the value of the item plus you have the other annoyances of overseas shipping.

BTW have Hexus always sent an email confirmation? Just used a different email address to the one I usually use and it ended up in the spam folder. Just hoping I haven't won anything in the past and it's been ate by the spam folder I rarely check. :(
