Over the last decade that I've been entering Hexus competitions, I've been lucky enough to win something twice, and yes, I WAS sent the prize each time.

I won a Fractal Design case and water cooler. And yes, it arrived, promptly.
Maybe, in your example, an email went missing. It happens. I nearly lost out of work to the tune of several tens of thousands of pounds because an “Are you interested in ….” email vanished. Never arrived here. Only by sheer coincidence, from a third party that had recommended me and asked if I'd heard, did I find out it had been sent. I contacted the sender and got the work, but never did receive the elusive email.
If your mail didn't arrive. eventually, the prize would (as I understand it) be re-allocated to the first non-winner in line.
All I can say, having been here for a very long time, is that competitions and prizes are a regular and pretty frequent event, and complaints like yours are rare.
