They can.. question is whether there's enough money in it. Given the competition on the desktop front they have to keep pricing keen so may have to wait for better yields.

Yes easily as you can buy GDDR6 2GB chips. However you can't buy GDDR6X 2GB chips used by the 3080, and they can't release a 16GB 3070 without also being able to release a 20GB 3080 as it would look bad.
I just hope that none of them throttle or sound like a jet engine next to your ears. If they do… please don't buy!

You don't need larger chips to launch a 20GB 3080, just populate the back side of the board (like the 3090)
I was super impressed by the mobile 2060 I tried out at one point, so I'm quite keenly interested on how these perform. I'm maybe a little bit worried about noise and thermals since the 30 series GPUs seem to be more power hungry than the 20 series - granted they do more with it.
